Theme 1.2 - Modernizing and Enhancing the Quality of Teaching and Learning

 

The objective of this theme is to assist universities in introducing modern outcome-based education (OBE) and student-centered learning (SCL) in line with current international trends in higher education. The introduction of OBE and SCL will require new approaches to curriculum design and delivery; innovative teaching methods and techniques; active and dynamic learning models; increased use of higher education publications, and ICT and internet-based resources; and the modernization of assessment systems, in universities. The Staff Development Centers (SDCs) of universities will play an important role in the provision of continuous professional development for university academics, management and technical staff, to introduce and establish OBE and SCL and to use ICT, web-based content and digital resources, for teaching and learning. The degree programs which are considered priorities for the country’s economic development will be the first set of programs to which OBE and SCL will be introduced. Over time, OBE and SCL will be expanded to other degree programs. A key element will be to strengthen the capacity of the Afghanistan Research and Education Network (AfgREN) to operate a national system that connects campus networks to each other and to other research and education networks globally.

HEDP and MoHE through the activities under this theme assists Jawzjan University in introducing modern OBE and SCL in line with current international trends in higher education and conducted OBE -  SCL workshop for faculty members’ accordingly.

 

1.2.1: Outcome Based Education and Student-Centered Learning

 

Higher Education is a major driver of economic development and the imperatives for countries to upscale employment skills demands for quality teaching and learning within higher educational institutes. Universities want to be recognized as providers of good quality education, ensure their reputation and wants to demonstrate their performance by responding to student’s demands by assuring them that their education will lead to good jobs and will give them the skills needed for a successful person in the society.

The HEDP approach is to work on multiple fronts for the implementation of OBE-SCL in public universities of Afghanistan. This includes but is not limited to;

Awareness and capacity building through series of workshops and seminars on the importance of OBE-SCL in modern higher education.

OBE-SCL plays a vital role in improving quality of education to meet the market needs, prepare students for future challenges and universities and programs to compete regionally and globally. In the core of OBE-SCL the students and teachers represent the heart and mind of an education system, without the two, the body (i.e. education institute) would fail to function.

Unfortunately, the role of student in higher education is very passive, however, the evolution in learning teaching in the past few decades emphasizes on active participation of student inside and outside the classroom. Student engagement outside the classroom supports the learning and teaching, it improves students’ abilities and skills in forming ideas and delivering them, students learn how to work in groups, they learn the skills of to communicate effectively, apply the concepts learning in classroom into real world examples, improve critical thinking skills etc.

The higher education institutes/universities must engage with its stakeholders, the most relevant stakeholders of a higher education institute/university are students, teachers, parents and the market. The stakeholders in other words are best sources of feedback on improving quality of education.

Outputs:

 

  1. Miss Masoud Khairzada lecturer of Jawzjan University through filling out good portfolio participated at OBE – SCL workshop in Kabul and for advance OBE-SCL workshop attended at the training which conducted at Malaysia and she was selected as OBE-SCL champion for Jawzjan University.
  2. The first OBE- SCL workshop held from 26 Feb to 7 March 2017 for lecturers of Jawzjan University.
  3. The Second OBE – SCL workshop held from 29 July to 10 August 2017
  4. An orientation on writhing portfolio conducted for 8 lecturers of Jawzjan University for advance OBE – SCL Workshop and champion selection.

The portfolio of lecturers shared with related department of HEDP for next consideration.

Mr. Abdul Basir Mahmoodzada Lecturer of Jawzjan University selected as a new OBE – SCL champion for Jawzjan University.

  1. An orientation program conducted for lecturers whom participated at OBE – SCL workshop in order to completed OBE – SCL Questioners.
  2. All necessary data and information on OBE – SCL Questioners entered and submitted to Google Sheet.
  3. The Third OBE – SCL workshop started on 11th March 2019 and held for 10 days.

 

Goals of Conducted Workshops: 

  1. To identify competent and interested faculty members for Advanced OBE-SCL workshop
  2. To help achieve the long-term goal which is to modernize and standardize teaching and learning and support and nurture the OBE-SCL approach at university

Workshop Objectives

The main objectives of the workshops were;

  1. To provide Advanced OBE-SCL workshop to the identified faculty members
  2. To promote the OBE-SCL practice and implementation through the contribution of the champions and faculty lecturers
  3. To organize and send out another batch of champions for advanced OBE-SCL workshop
  4. To offer a lifetime and unique experience of advanced OBE-SCL workshop overseas to university teachers
  5. To develop and expand the OBE-SCL knowledge, practice, implementation and support at/to the universities through the champions conducting OBE-SCL Workshop
  6. Enlighten participants on curriculum design, planning and documentation
  7. Guide participants to develop program objectives, program outcomes and course outcomes; as well as getting them linked to the assessment requirements
  8. Highlight best practices in modern higher education
  9. Enlighten participants on the importance of the various assessment types and tools that can be employed, both at the course and program levels
  10. Guide participants on developing the key performance criteria and descriptors
  11. Impart an overall view of conducting student centered learning in classes
  12. Implement active teaching and learning techniques to engage students in learning
  13. Guide participants to form learning teams among students, and be able to support and develop team work skills among students
  1. Promote and institutionalize OBE and SCL in higher education
  2. Train full time academic staff outcome-based education and student centered learning
  3. Collect data on practice of OBE and SCL and recommend changes for improvement

 

Selection of Participants:

 

The selection of participants done through criteria and formal letter.

An official letter were sent requesting  lecturers to participate OBE-SCL workshop, additionally they were contact via telephone to speed up the process of selecting qualified teachers from each faculty.

Workshop Expected Outcome/Results:

 

  1. Understand the importance of OBE -SCL and prepare an overall OBE plan for their teaching program.
  1. Prepare performance criteria for course and program level outcomes
  2. Develop and write effective objectives and program outcomes
  3. Explain the importance of OBE-SCL and be able to select appropriate assessment tools
  4. Explain the needs to shift to students-centered learning methods and be able to create an effective learning environment for students in the classroom
  5. Design and plan an aligned learning environment for students to support them in learning using informal cooperative learning activities
  6. Form and support development of learning teams in classrooms
  7. Explain formal cooperative learning structure and its principles
  8. Design and plan learning environments that support the development of learning teams

 

Workshop Method:

 

Various methods such as lecture, individual and group activity, presentation, brainstorming, participatory activities were used at the workshop.

 

 

 

 

 

 

 

 

 

 

 

 

 

Discussion on Activities:

 

As it was the first OBE-SCL workshop for lecturers of Jawzjan University, so all the contents and related activities of the workshop were new for the participants.

The participants actively attended the workshop and learnt much new issues through discussion.

The workshop had basically three main sessions, a session on Outcome-Based Education and Students-Centered Learning, and a third session on e-learning.

OBE-SCL Champion and University Operation Coordinator with the help and support of HEDP team and with good support and cooperation of Jawzjan University covered the session.

 

Findings:

 

 Afghanistan has been facing much abnormalities. Internal war and lack of management and standard system posing on education system.

Supporting higher education systems, improving current facilities and conducting such workshops increase the capacity of lectures and enable them to become familiarize and follow the standers.

 

Suggestions: through observation of workshop contents, activities and importance of OBE –SCL, continuance of such workshops would support the higher education system, increase the capacity of lecturers as well as students and make close the higher education’s systems to their anticipated goals and objectives.
